The Agricultural Training Institute invites the private sector and state universities and colleges to submit a proposal for the Young Filipino Farm Leaders Training Program in Japan (YFFLTPJ) Tracer Study.

The YFFLTPJ aims to develop deserving young Filipino farmers to become farmer leaders and agricultural entrepreneurs. Specifically, it seeks to a) provide technical knowledge and skills in agricultural and cooperative management, b) provide modern Japanese farming techniques and marketing strategies, c) offer opportunities for an exchange of agricultural information of mutual interest among participants, and d) provide opportunity for Filipino farmers to imbibe Japanese culture and work values.

ATI, being the implementer of the Program, wants to keep track of the status and performance of YFFLTPJ graduates as well as to determine whether or not the program has a significant effect in the individual, in the institution, or in the country. The study will cover the 96 YFFLTPJ graduates nationwide for the period 2014 to 2018.

This call for proposals is for market study purposes to determine the appropriate mode of procurement under Republic Act 9184 or the Government Reform Procurement Act.

Qualifications
For individual applicants:

  • must possess credible academic qualifications - a graduate of any BS course preferably social science related
  • must have established good track record to successfully conduct / implement a research / study
  • participated in the conduct / implementation of at least two policy researches either as project leader, assistant project leader or project staff.

For institutional applicants:

  • must be identified as a professional / scientific / academic institution by a commission / agency / organization mandated to do so.
  • must have established credible reputation and good track record to successfully implement a policy research / study as reflected in the company / agency / institution profile.
  • participated in the conduct / implementation of at least four policy researches as the general project manager.

Interested proponents shall adhere to the eligibility requirements under the Implementing Rules and Regulations of Republic Act 9184. They are expected to submit a capsule proposal with a clear rationale, objectives, methodology, log frame, proposed budget and timetable following the prescribed format.
