CALABARZON – In partnership with Radyo Natin 106.3 Laguna, Agricultural Training Institute (ATI) Calabarzon resumed its information caravan on RCEF for the province of Laguna through a radio program, dubbed as “TalaPalayan: Talakayan ukol sa RCEF Program” after it was halted by the COVID-19 pandemic.
Mary Grace Leidia, Rice Focal Person of ATI IV-A, answered questions about the Rice Tariffication Law and its RCEF program during TalaPalayan’s pilot airing on August 4, 2020.
Leidia mentioned the four components of RCEF: Seed, Mechanization, Credit, and Extension component. Agricultural Program and Coordinating Officer of Laguna, Annie Bucu, also guested in the program and talked about the Registry System for Basic Sectors in Agriculture (RSBSA). Bucu emphasized that RSBSA is important so to grant the benefits of the program to its desired and qualified beneficiaries.
For its second airing on August 6, ATI Calabarzon had Jacqueline Canilao and Myrtel Valenzuela from Philippine Rice Research Institute. PhilRice is the implementing agency for the Seed Component of RCEF where free and certified seeds will be coming from. Canilao, being the Seeds Coordinator and Project Development Officer for Regions IV-A and IV-B, talked about the details of RCEF Seed Component. According to Canilao, all 25 target municipalities for the province of Laguna were given certified seeds, with some municipalities having remaining seeds as of the airing.
Valenzuela being the Communication Focal Person for regions IV-A and IV-B also shared PhilRice’s strategy in disseminating information on their component. She mentioned that there will be reading materials to be distributed alongside with the certified seeds to guide farmers on their production. With the pandemic, PhilRice strengthened their social media presence to reach as many audience as possible.
