“As a warrior on the agricultural battlefield, the training has equipped me with enough weapons and vision gear to clearly see, assess and identify our clients’ real needs with their corresponding solutions”., Ms. Samantha Josephine Licudine from Provincial Veterinarian Office of Pangasinan expressed during the closing program of the Training Course on Program Planning and Development.

The said training was conducted on August 31-September 2, 2021 at ATI-RTC 1, Tebag East, Sta. Barbara, Pangasinan with 18 livestock coordinators from the province of Pangasinan as participants.

The objective of this training was to equip the livestock coordinators with knowledge, skills, and the right attitude in crafting proactive and need-based agricultural extension

programs, projects and activities that respond to the issues and challenges in livestock and poultry industry. This, in general will contribute to the capacity enhancement of the Local Government Units (LGUs) in performing devolved functions of ATI, particularly in developing and managing extension programs and projects.

Hence, the training revolved in lecture discussions and workshops on the fundamentals, principles, and process of program/project planning and development delivered and facilitated by two (2) of the Center Staff, specifically Ms. Abegel Joson, Training Specialist III of the Career and Development Section Services (CDMSS), and Mr. Alladin C. Tabo, Development Management Officer I of the Planning, Monitoring, and Evaluation Services Unit (PMESU).

The participants were grouped into three and each group was able to develop and present project designs/ proposals as result of various workshops on the different stages of systematically analyzing the needs of their communities. These proposals do not only served as their main output in this training course but also bases for funding of the Center.

The ATI-RTC 1 believes that planning and development gives a foundation for sound decision-making by serving as a comprehensive avenue to discuss essential and crucial factors that must be considered in designing successful community initiatives. Hence, a second phase of the training is hoped to be conducted this coming year to intensify the knowledge and skills of AEWs.
