Request for Expression of Interest for Civil Engineer

The AGRICULTURAL TRAINING INSTITUTE (ATI), through the 2019 General Appropriations Act, intends to apply the sum of One Hundred Seventeen Thousand Found Hundred Fifty-Two Pesos and 94/100 (Php 117,452.94), inclusive of government taxes and charges, professional fees and other incidental and administrative costs, being the Approved Budget for the Contract (ABC) to payments for the Consultancy Services. Proposals received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

The ATI now calls for the submission of eligibility documents for a CIVIL ENGINEER to provide professional engineering services for infrastructure projects. The contract shall be completed within THREE (3) MONTHS upon receipt of Notice of Award.

Interested consultants must submit their Letter of Intent, together with their eligibility documents and project proposal ON or BEFORE FEBRUARY 20, 2019, 9:00 AM, at the Supply and Property Management Office, ATI Central Office, Diliman, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary "pass/fail" criterion.

The ATI-Bids and Awards Committee (ATI-BAC) shall draw up the shortlist of consultants from those who have submitted their eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 9184 or the Government Procurement Reform Act and its Revised Implementing Rules and Regulations (IRR). The shortlist shall consist of three (3) to seven (7) prospective consultants who will be entitled to submit proposals. The Criteria and rating system for shortlisting are as follows:

Criteria:
A. Educational Requirement relevant to the job - 20%
B. Public Sector Experience - 40%
-- At least 30 year experience in structural engineering / performance based design
-- Experience in retrofitting / strengthening design
-- Experience in wide range projects in a diverse array of sectors
C. Specialization - 40%
-- Licensed Civil Engineer by accredited professional organization
-- Familiarity in government infrastructure projects
-- Strong analytical, technical and writing skills in English

The ATI as the Procuring Entity shall evaluate using the Quality Based Evaluation / Selection (QBE/QBS) procedure.

The ATI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
