Request for Expression of Interest for Consultancy Services for e-Learning

The Agricultural Training Institute (ATI), through the 2018 General Appropriations Act, intends to apply the sum of Three Hundred Eight Thousand Pesos (Php 308,000) inclusive of applicable government taxes and charges, professional fees and other incidental and administrative costs, being the Approved Budget for the Contract (ABC) to payments for the Consultancy Services. Proposals received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

The ATI now calls for the submission of eligibility documents for the consultancy services for e-learning. The contract shall be completed within four (4) months upon receipt of Notice to Proceed.

Interested consultants must submit their eligibility documents together with their proposed work/activity plan based on the attached Terms of Reference on or before 8 August 2018, 12:00 nn at the Supply Management Services, ATI Central Office in Diliman, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary "pass/fail" criterion.

The ATI-Bids and Awards Committee (ATI-BAC) shall draw up the short list of consultants from those who have submitted their eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 9184 or the Government Procurement Reform Act and its Revised Implementing Rules and Regulations (IRR). The short list shall consist of three (3) to seven (7) prospective consultants who will be entitled to submit proposals. The criteria and rating system for shortlisting are as follows:

Criteria
I. Educational Qualifications - Advanced relevant degree(s) in development communication, ICT, knowledge management or other related fields. (15%)
II. Relevant Work Experiences - At least 10-year experience in courseware development, developing Learning Management System, web development, knowledge management, particularly agriculture-related projects, including experiences with international organizations like FAO-UN, ADB, etc. (40%)
III. Skills/ Expertise/Specialization (40%)
a. Comprehensive knowledge of the e-Extension Program for Agriculture and Fisheries
b. Extensive expertise on instructional design particularly for multi-device learning
c. Familiarity with the Philippine agriculture sector and the DA commodity programs.
d. Strong analytical, technical and writing skills in English.
e. Expertise in knowledge management for agriculture and fisheries
IV. Quality of Work/Activity Plan based on the Expected Deliverables (5%)

Bidding is restricted to Filipino citizens/sole proprietorship, partnerships or organizations with at least 60 percent interest or outstanding capital stock belonging to citizens of the Philippines.

The Procuring Entity shall evaluate the proposals using the Quality Based Evaluation/Selection (QBE/QBS) procedure.

The ATI-BAC reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
