PAFES Manual of Operations

The Province-led Agriculture and Fisheries Extension System (PAFES) Manual of Operations details the processes of establishing, implementing, funding, monitoring, and evaluating PAFES. As part of the "OneDA Reform Agenda '' key strategies, PAFES is a collaborative undertaking between the Department of Agriculture (DA) and local government units (LGUs) to co-plan, co-invest, co-implement, and co-monitor priority agriculture and fisheries projects in the provinces. The provinces will serve as the extension hub that synchronizes agricultural plans and programs and strengthens the partnership between DA, LGUs, academe, and the private sector.

With the document, a step-by-step reference in establishing PAFES in the pilot provinces will guide other provinces in implementing the same initiative. The manual spells out the overview, scope and coverage, and components of the program. It provides the phases and process of implementing PAFES: 1) preparatory activities; 2) establishing PAFES; 3) establishing the Provincial Agriculture and Fishery Extension Center (PAFEC), and 4) mapping out the Collaborative Provincial Agriculture and Fisheries Extension Program (CPAFEP). The co-investment scheme and monitoring and evaluation are as well included in the latter part of the manual.

Extension services continue to evolve. With the challenges that extension workers and farmers face, the Agricultural Training Institute (ATI) continues to explore various strategies to improve its efforts as the extension and training arm of the Department of Agriculture. In over 30 years, the ATI has celebrated various successes and learned from the lessons during hard times. Nonetheless, we are proud to be standing the test of time through the support of our partners and the clientele themselves.
