BAC members, secretariat revisit GPRA

DOTr Procurement Division Chief Atty. Zenaida Bautista-Biteng explains the general provisions of RA 9184 - GPRA today during the 2nd day of the Reorientation on RA 9184 & its Updates at RDEC, ATI-Central Office.

DILIMAN, Quezon City – Members of the Bids and Awards Committee (BAC) and Heads of BAC Secretariat were reoriented on Government Procurement Reform Act (GPRA) or RA 9184 and its updates last February 26 – 28, 2020 at the RDEC, Agricultural Training Institute – Central Office.

The training was conducted by ATI-Administrative and Finance Division through the Bids and Awards Committee (BAC) to empower the BAC members, Secretariat, Technical Working Group, and Canvassers of the Regional Training Centers to ensure compliance with the GPRA. Joven Calasagsag, BAC Secretariat Head from ATI CO explained that the training aimed to promote transparency, accountability, effectiveness and efficiency on government procurement.

In her opening message, Information Services Division Chief/BAC Chairman Ms. Antonieta J. Arceo emphasized giving utmost priority to BAC assignment over all the other duties and responsibilities. She added that one must perform this “jury duty” with due diligence.

The Resource Persons was Atty. Zenaida Bautista-Biteng, Chief of the Procurement Division and Contract Management Division of the Department of Transportation (DOTr). She explained the general provisions of GPRA, Standardized Bidding Procedures for Goods and Infrastructure as well as the Alternative Methods of Procurement. She also discussed the topics on protest, sanctions, blacklisting of suppliers and guideline on contract termination.

The activity also served as venue for sharing of experiences and best practices of the RTCs pertaining procurement process.
