SURIGAO CITY, Surigao del Norte – Governor Francisco Matugas signed the Memorandum of Agreement (MOA) of the Provincial-led Agriculture and Fisheries Extension System (PAFES) on March 22, 2022 at the Philippine Gateway Hotel.
