ATI staff attends online training on gov’t procurement law

DILIMAN, Quezon City – To acquaint on the rules, regulations and requirements of the procurement activities in the government, personnel and staff of the Agricultural Training Institute (ATI) virtually attended the “Online Training on the Republic Act No. 9184 and Its 2016 Revised Implementing Rules and Regulations (IRR).” The said training took place via Google Meet on August 16-20, 2021 through the effort of the ATI Central Office.

During her opening remarks, Assistant Director Rosana P. Mula stressed on the importance of compliance. She also added that employees should find more efficient strategies applicable to current conditions that will be beneficial in attaining ATI’s thrusts.

Among the topics discussed: Efficient Procurement Measures During a State of Calamity or Implementation of Community Quarantine or Similar Restriction; Simplified Posting and Electronic Submission of Procurement Reports; and Negotiated Procurement- Emergency Cases; Negotiated Procurement- Emergency Cases; Procurement 101 (Key Features of Government Procurement Reform Act and Procurement Organization); Procurement Planning and Budget Linkage including Early Procurement Activities; Standard Bidding Procedures for Goods and Infrastructure Projects; and Standard Bidding Procedures for Consulting Services.

Speakers during the training were recognized trainers from the Government Procurement Policy Board (GPPB). To wit: Dr. Josue O. Mirabite of the Philippine Institute for Development Studies, Dr. Joseph Vergara of the Philippine Health Insurance Corporation (PhilHealth), Asec. Omar Alexander V. Romero of the Presidential Communications Operations Office (PCOO), and Armi Cecilia dela Cruz of the Department of Transportation (DOTr).

Participants were both ATI employees from the regional training centers and central office. Majority of them where members of the Bids and Awards Committee (BAC). Others were either members of the BAC Technical Working Group (TWG) or BAC Secretariat.
