MALATE, Metro Manila - To enhance knowledge on the proper management of procurement activities in the government sector, two staff from the Agricultural Training Institute – Regional Training Center (ATI-RTC) 13 participated in the three-day Seminar Workshop on the Government Procurement Act (RA 9184) Updates and its Revised Implementing Rules and Regulations (IRR) on June 26-28, 2019 at Hotel Kimberly.
The partakers were Fil Victor A. Babanto, Information Officer III, and Ressell Angelie S. Fetalsana, Network Controller.
There were three speakers during the event. Mr. Angelito Z. Saliendra talked about complex procedures in Consulting Services particularly the evaluation methods of Quality-Based Evaluation (QBE) and Quality-Cost Based Evaluation (QCBE).
Engr. Arturo S. Layug, Former State Auditor V, explained about the objectives and principles of Infrastructure Project which includes the preparation of Approved Budget for the Contract (ABC), Public Bidding and Modes of Procurement.
The third day highlighted by the discussion of Engr. Jose A. Damole, Consultant of the Philippine Sports. He discussed the principles, scope and coverage, key features of the law, duties and responsibilities, and functions of the Bids and Awards Committee (BAC), Technical Working Group (TWG), and BAC Secretariat.
All in all, there were almost a hundred participants from all over the country from various public and private sector who actively took part in the event.
