BAC members join seminar on gov't. procurement

Dir. Maria Estrellita Reyes shares her knowledge and experiences on standardized bidding procedures during the consultation seminar on the 2016 revised IRR of RA 9184 in Davao City on March 20, 2018 .

DAVAO CITY, Davao del Norte - To keep up with the standards on government procurement, the Bids and Awards Committee (BAC) members of ATI Caraga participated in the Department-wide consultation seminar on the 2016 revised IRR of RA 9184 also known as Government Procurement Reform Act, GPPB Issuances and updates on COA circulars related to procurement.

This was joined by the BAC members, TWG and Secretariat from the Department of Agriculture and its attached agencies in Mindanao as one cluster. Regional offices of the Agricultural Training Institute in Mindanao grouped as one along with the other attached agencies of the DA.

Mr. Philippe Cortes, Procurement Management Officer IV from the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) shared his knowledge on general provisions of the IRR of RA 9184, procurement planning and monitoring.

On the other hand, Dir. Maria Estrellita Reyes, Director III from the Office of the Deputy Executive Secretary for Legal Affairs, Office of the President discussed on the standardized bidding procedures for consulting services, penal, civil, and administrative provisions, protest mechanism and blacklisting guidelines.

Dir. Reyes said “Dura lex sed lex” a Latin word which means ‘the law is harsh but it is the law’. This is her reminder to the BAC members during the seminar. According to her, the role and accountability of the BAC Chairman and members is not easy. “The BAC should know the corresponding law and abide in it”, she added.

Other speakers from the offices of the Department of Public Works and Highways (DPWH) and Ombudsman also shared their knowledge and experiences in terms of procurement process and the corresponding rules and regulations.

OIC-Center Director Mr. Samuel L. Calonzo, as the Head of the Procuring Entity (HOPE) of ATI Caraga also attended in the said activity along with the BAC comprising Ms. Lomuntad as Chairman, Ms. Laguna, Ms. Arbutante and Mr. Madarimot as members and Ms. Antiola as the BAC Secretariat.

The 4-day seminar was held in Davao City on March 19-22, 2018. This was hosted by the Department of Agriculture Central Office through the initiative of the Agriculture Secretary Emmanuel F. Piñol.
