DAVAO CITY-- Six Representatives of ATI-RTC X who are involved in the Government Procurement Process attended the DA-Wide Consultation-Seminar on the 2016 Revised IRR of RA 9184 (Government Procurement Reform Act) held in Davao City on March 19-23, 2018.
The RTC X delegation was headed by the Head of the Procuring Entity (HOPE), Ms. Maria Lydia Echavez, Bids and Awards (BAC) Chairman, Dr. Anita Molejon, BAC Members Noriel Kris Santillan and Honeylou Bastasa, BAC Secretariat Chair, Joshua Mercado and the Technical Working Group (TWG) Chair, Noemi Beth Macario.
Topics discussed include: 1.The General Provisions of the IRR of RA 9184, Procurement Planning and Monitoring; 2. Standardized Bidding Procedures for Goods, Infrastructure Projects and Consulting Services; Penal, Civil and Administrative Provisions, Protest Mechanism, Blacklisting Guidelines; 3. Alternative Modes of Procurement; and, 4. Public Officials Accountability in Relation to Penal Provisions of RA 9184 and its IRR.
With the additional knowledge gained from the said Seminar, the participants vowed to be more efficient but at the same time careful in doing the procurement of goods and services and infrastructure for the agency.
The activity is the last leg of the series of Consultations conducted by zone. Participants are composed of the HOPE, BAC Members, BAC Secretariat, and TWG Members from Regions 9-13 and ARMM of the following agencies: DA-Regional Field Offices, Agricultural Training Institute, Bureau of Fisheries and Aquatic Resources, Bureau of Plant Industry, Sugar Regulatory Administration and the Bureau of Animal Industry.
