Cause and Consequence

A theoretical model on the discontinuance and completion of enrollees in ATI’s e-Learning for Agriculture and Fishery Program.

In November 2010 Mr. Armel Lozano sought ATI-RTC 8 assistance for his thesis “Conditions Leading to Completion and Discontinuance of Enrollees to ATI e-Learning for Agriculture and Fishery Program in Eastern Visayas”. Seeing this as an opportunity for an improved e-Learning service to our clienteles, the Center gladly assisted him.

On April 7, 2011, just two days after successfully obtaining his bachelor’s degree in Development Communication at the Visayas State University, Mr. Lozano provided as a copy of his thesis manuscript.
Excited to find out the result and its implications, I went over the manuscript. The study became an eye-opener to me, providing insights on the challenges faced by e-learners in taking the e-Learning program.

Based on his findings, Mr. Lozano recommended the following to minimize discontinuance in e-courses:

  1. Give enrollees constant reminders of their involvement in the program, through text or e-mail;
  2. ATI, as the program implementer, in collaboration with other lead agencies under the Department of Agriculture should create projects in line with interconnectivity to their clientele through providing trainings on basic computer skills and in the provision of internet connection in their locality or even mobile connections;
  3. Continue creating relevant courses for the enrolees, to do this, ATI should monitor their enrollees to find out the relevant information they need from the course they enrolled;
  4. ATI should ensure that the modules they are presenting to their enrollees will undergo several tests to testify its comprehensibility; and
  5. Ensure that the information they provide to their enrollees is up-to-date.

He also recommended replication of this study covering enrollees in other provinces in the country. Thus, further study conducted in other provinces will help verify whether the same conditions are encountered by the enrollees nationwide. A study also on the most significant changes experienced by graduates on the e-Learning Program of ATI is also highly recommended for it will further help ATI on improving its implementation of the e-Learning program.
