With the issuance of a Special Order on July 2004 that restructured the training centers of the Agricultural Training Institute (ATI), the three (3) centers in Region I, namely: ATI-Batac, ATI-La Union and ATI-Pangasinan merged to form what is now the ATI-Regional Training Center I (ATI-RTC I).

The ATI-RTC I is located in Tebag East, Sta. Barbara, Pangasinan, inside the Provincial Nursery Reservation. It retained its former Center in Batac City, Ilocos Norte, which now serves as the ATI-RTC I Satellite Training Center. With the agricultural extension workers, farmers, rural women, youth, entrepreneurs and other stakeholders as its clienteles, the ATI-RTC I reaches out to the Provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan through its various trainings, education, seminar-workshops and other services on agriculture and fisheries.
