The participants are now ready to listen about the benefits they can receive from the RCEF program during the first run of the Information Caravan held in Aklan.

AKLAN – Two batches of Provincial Information Caravan in the Province of Aklan were held to orient the farmers on the implementation of Rice Competitiveness Enhancement Fund (RCEF).

About 350 farmers from all over the province attended the orientation held at Teodosio’s Sports Complex, Banga, Aklan last October 24, 2019 for the participants coming from Western side of Aklan and at Numancia Covered Court, Numancia, Aklan last October 28, 2019 for the participants coming from Eastern side of the Province.

Representatives from different agencies that include Philippine Rice Research Institute (PhilRice), Technical Education and Skills Development Authority (TESDA), Landbank of the Philippines and Agricultural Training Institute – Regional Training Center VI (ATI-RTC VI) presented the different components as well as their respective roles in the implementation of the program. Specific requirements of every agency were also laid down to the farmers for them to comply in order to avail of the different assistance.

After the agencies’ corresponding presentations, an open forum that serves as an avenue for the farmers to clarify issues and concerns was held. One of the issues raised was the non-inclusion of National Irrigation Administration (NIA) in the program since irrigation water is very vital in rice production. Additionally, the participants raised the issue on the registration process of Registry System for Basic Sectors in Agriculture (RSBSA), the delayed distribution process of the seeds as well as the expected yields of the farmers.

The information caravan was participated by 12 municipalities in the Province of Aklan.
