By virtue of 1987 Executive Order No. 116, the Agricultural Training Institute was mandated to train agricultural extension workers and their clientele; conduct multilevel training programs to promote and accelerate agriculture and rural development, and ensure that the research results are communicated to the farmers through appropriate training and extension.

The enactment of R.A 8435 of the Agriculture and Fishery Modernization Act in 1997 widened the responsibility of ATI as the training and extension arm of the Department of Agriculture (DA).
