CSC Awards ATI’s Human Resource Management Competencies
CUBAO, Quezon City – The Civil Service Commission (CSC) recently recognized the Agricultural Training Institute (ATI) for its established system, good practices, and competencies in human resource (HR) management.
The award was given by CSC through its Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). ATI officials, led by OIC-Director Luz Taposok, received a Certificate of Recognition for obtaining Maturity Level 2 in Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition. Thus, ATI is the only institution among the Department of Agriculture’s attached agencies and bureaus to attain such certification in four categories.
The recognition comes after thorough assessment of the Institute’s HR maturity level indicators last September 2016 in terms of its competencies and proficiency levels. Passing the second level of maturity puts ATI as an agency with a “Process-Defined HRM” meaning, it has complied with the PRIME-HRM Level 2 requirements in terms of staffing, maintenance of an information system, creation of a Promotion and Selection Board, matching of candidate qualifications with the specific standards and job description, among others.
“We aim to reach the third maturity level of having an ‘Integrated HRM’ then, eventually, the fourth and highest level as a ‘Strategic HRM’,” ATI’s then HRM Office Chief Marisa Galgo said.
PRIME-HRM was launched in 2012 to continuously capacitate agencies in performing their HRM functions, recognize best practices in various areas of HRM, and serve as a venue for exchange and development of expertise in HRM in the Philippine public service. It covers all national and local government agencies, including government-owned and controlled corporations, state universities and colleges, and regional offices of agencies with HR offices/units.
The PRIME-HRM Awarding ceremony was held on March 8, 2017 at the Novotel in Araneta Center in this city.
