Institutional Legitimacy The Agriculture and Fisheries Modernization Act (AFMA) or the Republic Act 8435 was enacted with a goal of transforming the agriculture sector into one that is dynamic, technologically advanced and competitive and centered on human development, guided by the sound principles of sustainability and social justice. The Agricultural Training Institute (ATI), as stipulated in the provisions of AFMA, was given a broader mandate and bigger responsibility. There are twenty (20) specific functions identified and explicitly described in the AFMA to be undertaken by ATI.
ATI-Region IVA: A Brief History The ATI-Region IVA based at UPLB, College, Laguna was one of the original twelve training centers of the former Philippine Training Centers for Rural Development (PTC-RD) founded 1978. In 1987, the PTC-RD, the Bureau of Agricultural Extension and the Philippine Agricultural Training Council were merged and became the Agricultural Training Institute (ATI). More training centers were established since then including the ATI at Trece Martires, Cavite. The National Training Center of the former PTC-RD became the ATI-National Training Center at UPLB and the ATI at Trece Martires, Cavite was formerly the ATI-Regional Training Center.
October of 2003, the ATI refocused its services and converged its resources in each region. Thus, the ATI at Trece Martires City, Cavite and the ATI at Los Baños, Laguna became one and now called the ATI-Region IVA. It has a total of 29 personnel with 11 technical and 18 administrative staff. The Center covers the five provinces of the CALABARZON area comprising of Cavite, Laguna, Batangas, Rizal and Quezon. It has seventeen (17) congressional districts.

Need-based and Location-Specific Training and Extension Interventions
All activities are anchored on the felt needs of the clientele andspecific to an identified area or contiguous areas.

For easy networking, promotion of agricultural breakthroughs and or provision of technical assistance to various stakeholders, the use of cyberspace is maximized.
Convergence and Complementation
Recognizing the need for convergence of efforts and complementation of resources among government and non-government institutions, networking initiatives and partnerships are established and or strengthened.
