Investing on Knowledge

The ATI-Regional Training Center in Bicol Region (ATI-RTC5) seek global excellence in Agriculture and Fisheries extension.

A&F stakeholders need easy access to accurate and upyo-date A&F information. Towards a knowledge-intensive agriculture, we work with partners in local government units (LGUs), state colleges and universities (SUCs), other national government agencies (NGAs) and the private sector to bring appropriate tecjnology closer to stakeholders in agriculture.

With the right information, our farmers, fishers, rural women and youths in the countryside can make informed decisions to increase their income and improve their lives.

Capability Building

Learning is a continuous process, It is vital in A&F, where extension sector has to keep up with the efforts and investments in research and development (R&D). Pursuant to this, as prescribed by Executive Order No. 116 of 1987, ATI mobilizes collective efforts in A&F through human resource development.

The Agriculture and Fisheries Law of 1997 further mandates ATI to design and implement programs that are consistent with regional A&F development strategy.

A re-energizing process of self-renewal, training on A&F enable agricultural extension workers (AEWs) to keep up with advances in R&D.

As a steward of extension an training programs in the Bicol Region, ATI-RTC5 aspires to tranform information into dynamic, useful knowledge. This is our raison d'etre to Ignite the Power of Knowledge.

In October 2004, two ATI offices in Pili, Camarines Sur and Guinobatan, Albay merged to bring about unified, streamlined and refocused training and etension services in the Region.

ATI-RTC5 serves A&F stakeholders in the four mainland provinces of the Bicol Region, namely Camarines Norte, Camarines Sur, Albay and Sorsogon as well as the two island provinces of Masbate and Catanduanes.

Thus, ATI-RTC5 aims to devote itself to enhancing the human potential towards agricultural productivity and entrepreneurship in the Bicol Region, guided by the principles of sustainable development.

It aims to provide need-based, cost-effective and quality capability building programs for agricultural extension workers, farmers, fisherfolks, rural women, youths, as well as clients of the Center with end-view of increasing farm productivity and income, thereby improving their quality of life.

Priority Interventions

Regular and Cost-shared Trainings.Fully-fundedand cost-shared trainings respond to clients' needs and requests from partner-agencies. Training funds may also be provided by the Department of Agriculture-Regional Field Office 5 (DA-RFU 5) to support banner programs.

e-Extension and School On the Air (SOA). Through electronic extension, ATI-RTC5 seeks to improve clients' access to agricultural data, information and knowledge. Thru SOAs, the Center broadcast technology updates and interviews with subject matter specialists.

Scholarship Programs. The Expanded Human Resource Development Program (EHRDP) offers continuing education in A&F to capacitate extension workers to manage A&F projects. The Youth in Agriculture and Fisheries Scholarship Program (YAFSP) supports children of smallholder farmers and fisher who want to take up A&F courses.
